A watan Satumba na 2003, Hukumar Tarayyar Turai ta bukaci kasashe mambobin kungiyar da su ba da shawarar sabbin ka'idojin fitar da hayaki na shekarar 2010, musamman kara iyaka kan hayakin motocin dizal.
Tare da shigar da hukuma a cikin yarjejeniyar Kyoto, masana'antar kera motoci ta Turai suna fatan amfani da "Euro V" da "Euro VI" na gaba don farfado da masana'antar kera motoci ta Turai tare da kula da matsayinta na jagora a duniya ta hanyar amfani da fasahar balagagge na motocin diesel na Turai a cikin ceton makamashi da iyakancewar gurbataccen yanayi.
